Abstract:Energy intensity is a measure of the energy efficiency of the regional economy. Energy intensity of western regions is higher than that of east regions. For example, energy intensity of Guangdong province is 0.77t Standard coal/104 yuan, but that of Shaanxi province is 1.43t Standard coal/104 yuan in 2006. The excessively high energy intensity in western regions has the negative effect on the economic growth. Chinese government has recently set a target of reducing energy consumption intensity by 20% during the Eleventh Five-Year-Plan period (2006-2010). Thus, it is significant to research into the regional difference of energy intensity of China. There are two factors which affect regional energy intensity:regional industrial structure and regional sector energy efficiency. Based on complete decomposition mode, this paper divides the difference of regional energy intensity into regional industrial structure share and regional sector energy efficiency share between Shaanxi and Guangdong province from 1997 to 2006. The results indicate that regional sector energy efficiency is the major factor of regional difference of energy intensity between Shaanxi and Guangdong province. Therefore, in order to achieve the goal, a series of measures should be taken to reduce the energy intensity of Shaanxi province. Firstly, research into energy conservation technology should be promoted, and the reasonable energy price system should be established. Secondly, the industrial structure of Shaanxi province should be adjusted reasonably.
